What Is Open Enrollment?

Open Enrollment is the annual window when any eligible California resident can apply for, renew, or change a Covered California health plan—no special reason needed.

The Covered California Open Enrollment period typically runs from November 1 through January 31. Enroll by December 15 for January 1 coverage. Enroll after December 15, and coverage generally starts February 1.

Can I Enroll Outside of Open Enrollment?

Yes. If you experience a Qualifying Life Event (QLE), you may be eligible for a Special Enrollment Period (SEP) that opens a 60-day window to enroll outside the regular schedule.

Common qualifying life events include:

  • Losing existing health insurance coverage—including job-based coverage
  • Getting married or entering a domestic partnership
  • Having a baby, adopting, or a child entering foster care
  • Moving to a new coverage area
  • Changes in household size or income affecting eligibility
